This comprehensive guide explains the process of temporary registration in Russia: outlining when it’s required, where to apply, the necessary documents, how to obtain consent from property owners, and the step-by-step application procedures via government services like Gosuslugi and MFC. It also covers typical processing times, instructions on how to extend your registration, and the penalties for non-compliance.

When is Temporary Registration by Place of Stay Required?

In Russia, if you reside outside the region of your permanent registration (propiska) for a continuous period exceeding 90 days, you are legally obligated to obtain temporary registration at your current location. It’s important to note that the law does not require you to cancel your permanent registration when doing so. This requirement is based on the Law of the Russian Federation from June 25, 1993, No. 5242-1, and Rules approved by Government Decree of July 17, 1995, No. 713.

The need for temporary registration arises from various situations, including but not limited to:

  • Full-time studies;
  • Extended business trips;
  • Long-term travel;
  • Undergoing medical treatment;
  • Shift work (вахта) lasting over 90 days.

Regardless of the reason for leaving your permanent registration region, if your stay elsewhere extends to 91 days or more, temporary registration at your place of stay becomes compulsory. Exceptions apply to federal cities: if you are permanently registered in Moscow, St. Petersburg, or Sevastopol, you do not need temporary registration when staying in the respective neighboring regions (Moscow Oblast, Leningrad Oblast, or the Republic of Crimea) for an extended period. The same rule applies in reverse; for example, if you are registered in Moscow Oblast, you do not need to register temporarily in Moscow for stays exceeding 90 days.

Without temporary registration in a different region, you may face difficulties accessing certain state services that require proof of residence, obtaining government benefits, or enrolling children in schools or kindergartens. Employers may also request temporary registration to ensure the worker’s stability and serious intentions. Furthermore, in cities like Moscow, temporary registration can provide access to specific benefits, such as parking privileges.

Failure to obtain temporary registration when continuously staying in another region for 91 days or more can result in a fine. To potentially avoid this, you could leave the region and then return, provided you keep travel tickets or other proof of departure as evidence.

Where to Obtain Temporary Registration

You can obtain temporary registration in any dwelling where you do not have a permanent registration and where you currently reside. This includes:

  • Student dormitories;
  • Hotels;
  • Boarding houses;
  • Campsites;
  • Sanatoriums;
  • Recreation centers;
  • Hospitals, and similar institutions.

Legislation also permits temporary registration in non-residential premises, including apartments. However, specific conditions apply, as outlined by the Constitutional Court of the Russian Federation in Decree No. 4-P of February 3, 2026 (note: this date appears to be a typo in the original text, usually it should be an older date):

  • The premises must, by their characteristics, resemble an apartment in a multi-apartment building;
  • Documents confirming its suitability as a residential premise must be presented for registration;
  • The apartment must not be part of the room stock of a hotel or other collective accommodation facility.

How to Apply for Temporary Registration

For stays in hotels, sanatoriums, boarding houses, hospitals, and similar establishments, you typically don’t need to take any action yourself. The administrations of these facilities usually handle the temporary registration process upon the guests’ arrival. This also applies to correctional facilities where individuals are serving sentences of deprivation of liberty or forced labor (Article 5 of the Law of the Russian Federation from June 25, 1993, No. 5242-1).

These organizations generally forward temporary registration data to the МВД (Ministry of Internal Affairs) passport office within 24 hours (correctional facilities within seven days).

To obtain temporary registration in an apartment occupied under a lease agreement or other private dwelling, you can apply to one of the following organizations:

  • The МВД passport office (migration division of the territorial МВД body at regional or district level);
  • A Multi-functional Center (МФЦ), provided it offers this service and is located in your temporary residence area;
  • The managing company, if housing registration and deregistration fall within its responsibilities.

Alternatively, if both the property owner and the tenant have verified accounts, temporary registration can be applied for via Gosuslugi (the Russian public services portal).

Upon successful processing, you will receive a certificate of temporary registration at the place of stay (Form № 39, approved by Order of the МВД of Russia from August 6, 2025, No. 553). This document can be requested in either electronic or paper format.

Before initiating the registration procedure in a property you do not own, you must agree on the term of registration. This term is established by mutual agreement with:

  • The property owners;
  • The tenant and their family members, including those temporarily absent (for state or municipal housing);
  • The board of a housing or housing-construction cooperative, if you are renting housing for which cooperative members have not yet formalized ownership rights.

The duration of temporary registration can be flexible, ranging from a few months to several decades, as it is not regulated by law. Previously, the term was limited to six months, but this restriction was deemed unconstitutional by the Constitutional Court of the Russian Federation in Decree No. 4-P of February 2, 1998.

Below is a step-by-step guide for obtaining temporary registration in a property not owned by the applicant, designed to ensure a quick and correct process.

Documents for Temporary Registration

Once the registration period has been mutually agreed upon, the next step is to gather the required documents. The specific list may vary depending on the circumstances. For instance, to register adult citizens and their children in rented accommodation, the following documents are typically requested:

  1. Application Form № 4, approved by Order of the МВД of Russia from August 6, 2025, No. 553. This document must be signed by both the applicant (tenant) and the property owner.
  2. The applicant’s passport, along with the passports of all property owners.
  3. Birth certificates and proof of Russian citizenship for children under 14 years of age.
  4. Written consent from the sole owner or all co-owners of the property for temporary registration. This is not needed when processing registration through Gosuslugi, as each owner provides consent digitally via the portal.
  5. Other documents confirming the right to reside in the apartment, for example:
  • A lease agreement;
  • A sub-lease agreement for housing from the social housing fund;
  • A sub-lease agreement for housing provided under a social lease agreement;
  • A specialized housing lease agreement (e.g., dormitory room, housing in a maneuverable fund, service housing);
  • An extract from the Unified State Register of Real Estate (ЕГРН);
  • A resolution from the general meeting of members of a housing or housing-construction cooperative;
  • A certificate confirming payment of the share in a housing or housing-construction cooperative.

If you require registration in an apartment occupied under a social lease agreement, and the right is confirmed by a state registration certificate issued before July 15, 2016, or an ЕГРН extract, you may not need to present these physical documents. It might be sufficient to simply provide their details in the application, allowing the registration authority’s employee to verify the information themselves.

To obtain temporary registration for a minor aged 14 or older, the following documents are required:

  • Application Form № 3, approved by Order of the МВД of Russia from August 6, 2025, No. 553;
  • The minor applicant’s Russian or international passport;
  • The passport of the minor’s legal representative.

It is advisable to include written consent for residing in the premises within your document package. This consent must be obtained from the sole owner or all co-owners of the property. The document should preferably be notarized.

Alternatively, all owners can accompany the applicant to the МФЦ (Multi-functional Center) or the passport office. In this scenario, the employee responsible for transmitting registration information to the МВД will obtain their consent directly (as per item 61 of the List of documents in the Appendix to Order No. 553). Thus, the consent of all co-owners can be formalized directly with a notary, at an МФЦ, or at the passport office. It can also be created in an electronic format, provided an electronic signature is used.

Temporary Registration via Gosuslugi

Through Gosuslugi, you can request either an electronic or paper certificate of temporary registration. An electronic document is only accessible if all registering citizens aged 14 and above, and all property owners, have confirmed accounts. Furthermore, information about the property must be present in Rosreestr (the Federal Service for State Registration, Cadastre and Cartography). If these requirements are not met, you will need to apply for a paper certificate.

The portal’s functionality allows you to register:

  • Yourself;
  • Your spouse;
  • Children under 14 years of age;
  • Teenagers aged 14 to 18, with their consent.

To request a certificate, follow these steps:

  • Log in to your personal account on Gosuslugi;
  • In the “Registration Passport” section, navigate to the “Registration and deregistration at the place of residence and stay” subsection;
  • Specify that you require registration at the place of stay;
  • Then indicate whether you want to register or deregister;
  • Select the type of certificate (electronic or paper);
  • Specify for whom the registration is needed (yourself, yourself and children, only children, yourself and spouse, or all listed individuals);
  • Indicate whether you are the property owner (you must choose between “Yes,” “No,” “Social housing,” or “Owner – organization”);
  • Specify if the property ownership rights are registered in Rosreestr (this can be checked using the address or cadastral number of the apartment);
  • Answer the question about whether all property owners aged 14 and above have confirmed accounts;
  • Proceed to fill out the application: verify your permanent registration address and its date, enter the full address of the temporary registration, its duration (e.g., for six months, one year, two years, or five years), and the end date of the registration;
  • Upload photos of documents: passports (yours, owners’, children aged 14 and above), birth certificates for children under 14, lease agreement, etc.;
  • Click “Send” after completing all operations: forming the application, uploading documents, and seeing the address of the МВД unit to which it will be transmitted.

After you submit the application, the system will send a notification to the personal accounts of all property owners, requesting them to provide their consent. Once consent is received, the electronic certificate will be sent to your personal account.

If you requested a paper certificate, an invitation to visit the МВД will be sent to your personal account. On the appointed day, you should appear with the original documents to collect your certificate.

Temporary Registration via МФЦ

An applicant or their representative with a power of attorney can apply at an МФЦ (Multi-functional Center). To receive the service, it’s best to book an appointment at the center. This can be done through the regional МФЦ “Мои документы” website, by phone, or by visiting in person. Alternatively, you can arrive at the designated МФЦ during working hours with your documents and the owners (or their notarized consent) and be served in order of priority. However, to avoid waiting, it’s recommended to schedule an appointment beforehand.

An МФЦ employee will accept your package of documents (the list was reviewed above) and issue a receipt for their submission. Subsequently, no later than the next business day, all documents will be forwarded to the МВД for migration issues (as per item 11 of the Rules, approved by Government Decree of July 17, 1995, No. 713).

As soon as the certificate is generated, you will receive an SMS notification. After this, you will need to visit the МФЦ a second time to collect your previously submitted documents, along with the certificate itself.

How Long Does Temporary Registration Take?

If you submitted documents through a managing company, HOA (ТСЖ), or МФЦ, the data will be forwarded to the МВД no later than the next business day. The certificate is required to be issued no later than the business day following the day the package of documents is received by the МВД. Consequently, the registration should be ready within two days.

When applying directly to the МВД passport office, you can collect the certificate no later than the business day following the day documents were accepted. This means the certificate production will take just over 24 hours.

In cases where the application is sent via Gosuslugi, or if the package of documents lacks a social lease agreement, an ЕГРН extract, or other document confirming the right to reside in the premises, the service processing time increases to up to 6 days (as per items 9, 11, 12 of the Rules, approved by Government Decree No. 713; items 5, 10 of the Regulations, approved by Order of the МВД of Russia from August 6, 2025, No. 553; and Part 1, Article 28 of Law No. 218-FZ from July 13, 2015).

How to Extend Temporary Registration

If the property owner agrees, you can extend your temporary registration for a mutually agreed period. This can be done in two ways:

  • After the term of your previous registration has expired;
  • In advance, by first submitting an application for deregistration, and then for a new registration.

To extend your registration, you can contact the МВД passport office, a managing company, or an МФЦ. This option is also available on Gosuslugi. The procedure will be similar to the initial application process described above.

Penalties for Absence of Temporary Registration

Failure to comply with the rules for citizens’ residence at their place of stay can lead to administrative liability under Articles 19.15.1 or 19.15.2 of the Code of Administrative Offenses of the Russian Federation. These articles stipulate the following penalties:

  1. For the complete absence of temporary registration or if it has expired, a fine is imposed:
  • For citizen-tenants: from 2,000 to 3,000 rubles (in Moscow and St. Petersburg: from 3,000 to 5,000 rubles);
  • For citizen-property owners: from 2,000 to 5,000 rubles (in Moscow and St. Petersburg: from 5,000 to 7,000 rubles);
  • For legal entities: from 250,000 to 750,000 rubles (in Moscow and St. Petersburg: from 300,000 to 800,000 rubles).
  1. For violating the Rules for Registration of a Citizen of the Russian Federation at the Place of Stay, approved by Government Decree of July 17, 1995, No. 713, the fine amounts are the same as for the absence of registration. However, officials can also be penalized for non-compliance with these Rules. For them, the fine will be:
  • For officials on the territory of the Russian Federation, excluding Moscow and St. Petersburg: from 25,000 to 50,000 rubles;
  • For officials in Moscow and St. Petersburg: from 30,000 to 50,000 rubles.
